Here's a strategy you should try in the future when this happens. Search for the article using the journal-title.

The way you do this is to go to the journal finder on the library home page (green tab). Paste the journal-title in the search box. It will take you to a new page. Go to "SEE ALL' at the bottom of the page and click. It will take you to another page. This page advises which databases index the title and it informs on coverage. In this case, your article was published in 1984, and Atla is the only database that has it. Click on the database hyperlink, it will take you to the journal and display the years, vol, issue. Find your article 1984, v 38, issue 4.

See that was easy! :) Accessing full-text is fool-proof if you access it from the database. Summon is great for discovery, but not so great for access. 

Another strategy is to type the article title in your browser (Google, Bing, Edge etc.) oftentimes articles are freely accessible on the web.
